An armed person who has used deadly physical force on other persons and continues to do so while having unrestricted access to additional victims is categorized as an active shooter.
If you find yourself involved in an active shooter situation, try to remain calm and use the guidelines below to help you plan a strategy for survival. The University effort is led by an all hazards planning team, which in addition to the chief health officer, includes staff from OSEH, DPS, communications, human resources, the provost’s office, risk management, student affairs, the health system, and other university units. DPS is in charge of first response for incidents of violence or natural disaster, and OSEH is responsible for incidents involving hazardous materials. Both units cooperate with the cities of Ann Arbor and Ypsilanti, with counties in southeast Michigan, and with state and federal agencies.

Procedures:
If an active shooter is outside your building:

• Go to a room that can be locked
• Close and lock all the windows and doors
• Barricade yourself in if possible
• Turn off all the lights
• If possible get everyone down on the floor and ensure that no one is visible from outside of the room.
• One person should call 911 if they haven’t done so already, and tell the dispatcher what incident is taking place
• Inform him/her of your location
• Remain in place until the police, or a campus administrator gives the “all clear.”
• Unfamiliar voices may be the shooter attempting to lure victims from their safe space; do not respond to any voice commands until you can verify with certainty that they are being issued through a police officer by issuing a badge or identification, etc.

If an active shooter is in the same building you are:

• Determine if the room you are in can be locked.
• If your room can’t be locked, determine if there is a safe location nearby, or if you can safely exit the building. If you decide to move from your current location, be sure to follow the instructions below.

If an active shooter enters your office or classroom

• Try to remain calm. Dial 911; leave the line open so the dispatcher can listen to what is taking place.
• If there is no opportunity for escape or hiding, it may be possible to negotiate with the shooter.
• Attempting to overpower the shooter with force should be considered the last resort.
