GENERAL:
This guide will serve as a source reference for administrative and fiscal
details and requirements regarding individual PI management of GLMAC sponsored
research projects. The guidance has been extracted from EPA, University
of Michigan, and State of Michigan Department of Environmental Quality (MDEQ)
source materials such as written agreements, formal contracts, subcontracts,
various memoranda, and other published and unpublished materials. The guide
is intended to serve as a means for:
RESEARCH PUBLICATIONS: It is absolutely essential that the following acknowledgment statement appears in all technical publications resulting from GLMAC funded work:
Ten reprint copies of each article so cited should be forwarded to the University of Michigan GLMAC office, and 10 copies to the Michigan State University Office. Reprints will be used for reporting progress to the EPA/MDEQ, and will be cited in other publications such as synergos, Centerpoint, the Center Annual Report, and The Month Ahead. synergos: synergos is the research chronicle of GLMAC. The chronicle, published periodically by GLMAC contains selected articles on Center research activities and projects. Individual Center projects may be featured in synergos. Center PIs may be asked to write articles for synergos regarding their research projects. Centerpoint. Centerpoint is a publication of the Hazardous Substance Research Centers Program. Researchers and Technology Transfer Mangers in each of the five National HSRCs submit articles for inclusion in Centerpoint, which is produced at the Georgia Institute of Technology by the South and Southwest HSRC. The Month Ahead: The Month Ahead, also published by GLMAC's Michigan State Office, is an informal newsletter outlining activities of interest to Center PIs, such as seminars, paper presentations, calls for papers, posters, etc. It is requested that Center PIs, who will routinely receive The Month Ahead, provide appropriate and timely informational materials for its content. SCIENCE ADVISORY COMMITTEE (SAC): The SAC is the Center's research oversight group comprised by members selected from industry, academia, and state and local government. The SAC oversees the research program of the Center, provides advice and consultation to the Center Director on the quality and relevance of the overall program and of specific research projects, and helps to evaluate and prioritize ongoing and proposed research projects. The SAC meets twice annually, usually in the spring in Washington, DC or East Lansing, MI, and in the fall in Ann Arbor, MI. TRAINING AND TECHNOLOGY TRANSFER COMMITTEE (T3AC): The T3AC is the Center's second standing committee. Its function is twofold: 1) to articulate the capabilities of the Center, and, 2) to conduct research into the technology transfer process. Center PIs conducting technology transfer research projects will interact with the T3AC. FINANCIAL MANAGEMENT: The EPA HSRC Center Grant Award is made directly to The University of Michigan as the lead institution in the GLMAC. Funding is thus provided to PIs at the University of Michigan through normal university financial channels. PIs at MSU and HU are funded by way of subcontracts or agreements with these consortium partner universities. Due to inherent administrative problems, delays in the actual funding of projects at consortium universities are common. GLMAC's Resources Manager (RM) is Ray Hunter at The University of Michigan, his telephone number is (313) 763-2274. Michigan State's Resources Coordinator may be reached at (517) 353-9718, while Howard University's Resources Coordinator, Andre' Harris, may be reached at (202) 806-4790. Please refer specific budget questions to the appropriate Resources Person (RP). The following general policies may be useful to Center PIs. REPROGRAMMING OF FUNDS/LIMITATIONS. Reprogramming funds among budget categories (fringe benefits to supplies, e.g.) is permissible, but there are some restrictions. Reprogramming should not be attempted without the concurrence, in order, of the appropriate RP, the RM, and finally approval by the EPA. Proposal budgets may not be exceeded. Project Directors/Principal Investigators will be responsible for project expenditures in excess of funds allocated, i.e., excess charges will be transferred to an account number provided by the PD/PI. EQUIPMENT ACQUISITION AND ACCOUNTABILITY. Equipment required for research projects should be identified in the project's original proposal budget. If there is a subsequent requirement to purchase equipment, sponsor (EPA) approval is required. Send a memo justifying additional equipment purchase requests to the appropriate RP for forwarding to the RM and subsequently to the EPA. Note: Equipment purchases are not normally approved for the last six months of a project period. Follow respective consortium University policies and procedures for equipment accountability, maintenance, and safeguarding. For disposition of equipment following project conclusion, contact the Resources Manager. FINANCIAL REPORTING. Periodic financial reports are not required. Special reports may be required to satisfy sponsor requirements, or for other reasons. Normal accounting practices should be followed to determine project account status at any given time. PROJECT REPORTING. Project sponsors and oversight committees require periodic progress reports. PIs are required to attend SAC/T3AC meetings and give oral progress reports or poster presentations that augment written reports. Oral reports typically consist of a presentation by the PI, followed by questions and comments by members of the SAC/T3AC. There are three required written reports; the formats are detailed as follows: 1. Semi-Annual Progress Report Format: This report is due approximately one month prior to the SAC/T3AC meeting. Its purpose is to provide "read-ahead" information for SAC/T3AC members. EPA Annual Report Format: This report is due not later than the 15th of November and should be 2-3 pages in length.) FINAL PROJECT REPORT FORMAT: When projects are concluded, a final summary report integrating published works and formal presentations is normally required not later than 90 days after project conclusion. The reports may be relatively brief (5-6 pages) if they incorporate related peer-reviewed publications as appendices. In the absence of published work deriving from the research, a full (20-30 pages) final report is required. Final project reports should provide a summary of all project objectives, including those objectives supporting the technology transfer element of the project, progress toward meeting those objectives, and conclusions reached as a result of research conducted. |
